Access List restrictions

I would like to allow an IP range to access my server (which is on port 1 of a Cisco Catalyst 3550) If the range that I want to allow is .1 - .51, would I create the Access List to look as follows:

access 1 permit 192.168.168.1 0.0.0.63

and then where would I apply the Access-Group 1 in command - on port 1 where the server is connected or on Port 48 (which is where the hub connecting the computers with this IP range is located)

it is said in the ccna course that it is recommanded to:

-place standard acl near the destination

-place extended acl near the source
