Access rate related to some PVLAN ports on Catalyst 6509

We're planning to deploy a Catalyst 6509. One problem we've encountered is that we do not know how to restrict the rates (to and from the Internet) of some subsets of users within a VLAN beside the rate we've assign to the whole VLAN. We've thought of a PVLAN instead, but we do not know exactly how to tear down the whole access rate to each of subgroup !

Please help me !
