Access to another network through a network

I'm planning a design for a network. The client wants Network A to get to Network C passing through Network B. What is the proper way to do this using PIX VPN at all sights.

Is network B under your administration/control ? If not, then you can configure IPSEC between the two PIX firewalls, to establish a VPN tunnel, to encrypt the information being passed, for added security.
