acl w/o access group

I saw some access-list configurations without access-group applied on any of the interfaces. Is there any explanation on this?

Access lists neednt be always used to filter traffic. When you configure an ACL and apply it using Access-group command to an interface, the ACL's purpose here is to filter traffic coming in or out of the interface.

ACLs can also be used to match a particular traffic, so that they can be used in conjunction with other processes like NAT, Route-maps, policy routing, Route filtering, QoS, and lot more.

You could have seen an access-list configuration which could have been used with any of the above.
