allowing telnet inside a policy mapped port

if I configure an access list to route all packets to a specific port ie

access-list 120 permit ip any any

route-map OUT-IN permit 20

match ip address 120

set ip next-hop eth0/0

what entry will allow me to telnet into the router through the interface that has this policy applied to it?
