I got a 3661 router with slot 1 and 2 used up with a 4port serial network module each. I recently bought a 16 port analog modem module, but when I install it on Slot 3 the router couldnt detect it. Do I need to enable a command ?

We do not need to enable any command for the card to be recognized, it should show up in the sh diag / sh ver / sh run (line x y).
Try moving the card to another unused slot, if it still is not recognized then it could be a bad NM-16AM card.

Does analog modem module have to be installed in a specific slot ? For eg. It can only run when it is installed on slot 1.
Most of the exmple shows that it is on slot 1

No it doesn't have to be..You can install it in any slot. Visit following url for more

Mostly you may have the bad card. Try to install it on other slot to eliminate the slot problem on chassis.

check enable LED on the card , is it ON ?
