Archive - Failed to receive device prompt

My archive status shows some number of failed devices with the above message. All information for the devices is correct and when I manually telnet to the devices it takes some time for the banner to display and then the prompt to set itself. Is there a way to have the archive process wait for some amount of time prior to sending credentials?

What type of devices are returning this error? Using RME to archive 4506 & 4507 with port security enabled have a known bug.

actually it is mostly 1600 and 1700 routers with tacacs
