Any advice on an arp entry that has the word INCOMPLETE instead of the hosts MAC address?
What would cause this?
Any help would be greatly appreciated.

Do you get the same even after clearing the ARP entries?

Someone pinging an IP address on that subnet, while that device is not connected (or turn off) will cause that.

This means that the switch attempted to ARP for the device and did not get a response. Most likely, the entry existed on the switch/router at one point and attempted to send a gratuitous ARP 60 seconds prior to aging it. No response, so is marked as incomplete.
