I haven't worked with ATM for three or so years so there may be more to it than I am current on. But PVCs were only considered slightly "more secure" because they are nailed up by the network administrator. As for SVCs, all that is required to hit a point on the network is an address and some signalling. But in neither case is there encryption of the payload nor is there any authentication implied. That is (at least was) considered to be a higher-layer function.
PVCs are secure. In order for someone to steal your data, they would have to know your ATM VPI, VCI pair, be at a telecom central office site while monitoring the circuit with an ATM monitor. All of this is highly unlikely.
