Automatic Shutoff of Interface When Packets are Sensed as Dropped

I wonder if anyone has a suggestion about how to configure a Cisco gateway-router in a way that it automatically turns off an interface connected to a BGP or non-BGP peer if the router detects that packets routed out through this interface are being dropped. Would appreciate anyone's advise. Many thanks.

Thanks for your advice. I'll see if I can give this a shot as I am using HDLC encapsulation in our Internet link. Isn't there any similar function for HDLC encapped links?
