Yes, about the issue, the backup is working, but if the router reload or is power off, at the power on sequence, the configuration stopbits 2 is not use during the boot , and then the backup do not working after, ... because the stopbits is different between the two devices.
Is it just stopbits command that the router is not being able to retain ? If not, I would certainly see the "show ver" output and see what the configuration register value is. Ofcourse you should never have the 7th bit or bit#6 set in the LSByte. A good value of configuration register is 0x2102. See below for more :
