Backup should only kick in during working hours?

I'm looking at getting a VPN over Internet to Sweden from Tokyo soon.

For backup purposes we will have dial on demand ISDN on Cisco 2600 series router.

Can I configure HSRP or on the dialer to not dial during certain hours to save money? It's pretty unnecessary for it to dial during night time if nobody is in the office.

Yes, you would want to use a time-based ACL as your dialer-list.
