Por que puede ser que mi session de BGP se caiga durante 2 minutos? la encapsulation is Frame Relay y el PVC nunca se cae.

so here it is. I'm not sure what they are asking but o-well

Frame relay links can fail without affecting PVC status. BGP and other routing protocols will react to inability to communicate of the link regardless of PVC status. (The inability to trust PVC status is the reason Cisco introduced end-to-end keepalives for frame relay).

Misconfiguration of BGP can also prevent the establishment of neighbors or cause established neighbors to drop.

Frame-Relay es independiente de BGP. BGP es una capa 3 protocolo y Frame-Relay son la capa 2 protocolo que cabalga en. Su sesión de BGP puede fallar si el igual es inalcanzable aunque la conexión del Frame-Relay está arriba.
