BGP Scanner versus telnet

I need to know about what process have more priority BGP Scanner or telnet.

I have a GSR 12008 with high CPU utilization due to BGP Scanner. Sometimes telnet session is very slow. Can this topic to be related with BGP Scanner?

Is there any link where i can related one process with other?

Slow telnet can definitely be caused by high CPU utilization. To troubleshoot high CPU due to BGP scanner see:
