Boot System Flash command not recognized

While attempting to upgrade the IOS on a 7206 VXR - NPE 225 - 128mb of ram, the router apparently will not recognize the boot system slotx:[filename], boot sytem flash:[filename] command. Any help someone can provide would be appreciated.

ADDITIONAL NOTES:

Using a flash card is slot0 and slot1

The config-register is set to 0x2102

The bootflash is c7200-boot-mz.120-7.S1

The router always reverts to the first file regardless of where I put the image. i.e. slot0: or slot1:

Can you try "boot system flash slotx:"
