BRI acting as a backup for a primary BRI

I have two BRI lines.

My 2nd BRI should dial only when the 1st BRI reaches a specific threshold or the 1st BRI is not able to get connected.

Is this configuration possible without including the two BRIs in a dialer group and having two seperate IP addresses , since I would like to calculate the usage statistics of the backup BRI.

No. The bri interface always shows up spoofing so if the isdn circuit was dead the router would never know. However you should set the router up with dialer pools and multilink ppp with a dialer load-threshold so that the extra lines will be brought up when required. If you have two dialer strings it will use the first and if this fails it will use the second. With this you would only need one ip address. Be aware that the router dials out on the last interace and receives calls in on the first.
