With 400 PCs in the same broadcast domain, a broadcast storm is quite possible. The only way to verify is to look at the port counters and calculate the ratio of broadcast traffic to all traffic. There's no hard number to determine how much is too much, but if you're seeing a high percentage of broadcast traffic, you may want to look into segmenting your network by dividing your network into VLANs.

Secondly, if there is a problem with the crimping, it will not cause a broadcast storm. What will happen, if the cabling is at fault here, is that you'll see a large number of layer 1 errors, such as CRC errors on the port counters.
