Is there a way to configure a 1-Port T1 WIC (WIC-1DSU-T1) for a 4-wire 56k frame relay circuit instead of purchasing a 1-Port 56/64-kbps DSU/CSU (WIC 1DSU-56K4)?

That should work; the WIC supports

fractional T1, N X 56 kbps, nonchannelized

data rates (where N = 1 to 24). So

in your case N=1.
