Can I set up a pool of modems to allow users on a LAN to dial-out?

Hello,

Yes!

On You desktop pc's You need a utility like Cisco Dial-Out utility or similar that can redirect Your COM port according to RFC 2217.

On the hardware side You need Cisco 25xx with async. modems, Cisco 36xx/53xx with MICA modems or similar.

p.s. please note the Cisco Large-Scale DialOut is something completly different!
