do a "sho run" and scroll down to "line con 0". Make sure that everything looks normal. Check especially for "speed" commands. Also, do you get anything on the console if you power-cycle the router? Does that console cable work on other routers?
I had this problem once, and I had to use the jumpers on the mother board to reset the routers console interface to 9600. Here is the link that explains how to do this. http://www.cisco.com/warp/public/701/59.html
