We have recently moved from a non-switched environment to a Cisco 4006. Boot-up times using DHCP seem to have increased significantly with users.
We have auto-negotiation turned off, with all 10M half-duplex, until we upgrade our cable plant to Cat-5. What is the (short) explanation for the longer port activation time with the switch? Can we configure for less?

You can try using "port fast" feature to reduce the time STP takes, but be carefull to implement it.
set spantree portfast X/X enable
