What do you mean by "cannot connect"? Do you mean no link light? Unable to ping? Not seen in network neighborhood? Unable to print? Have any other changes been made to the switch? Are the devices using IP? What operating system are you using on the PCs?
Give us a little more to go on.

The Cat3548 uses a front end PHY that is different than the other XLs. Do the PCs and Printers cannot fine to other XL switches. The PHY used on the Cat3548 is similiar to those used on Cat6500 and 4000. I would interested to see what happens when you connect it to one of those switches. That PHY has some issues with non-IEEE based auto-polarity. Disable auto-polarity on the devices that do not connect, if applicable.
Also, you can try adjusting the carrier delay under the interface. Change it to 4 seconds and see if link comes up.
