cannot establish ISDN connection

I did a debug isdn q931 and got the following message when attempting to

connect from one cisco 2500 to another. What could be the cause?

According to the cause code 0x8A9F, it looks like the problem is on the destination network. It could be that between you and the called site, the telco network cannot handle 64K calls. Try a 56K call. To do this add "speed 56" to your dialer map. If that fails, you'll need to contact your provider to have them test.

Pl. try to see that the call has received by destination router or not..Mostly not..
