Cannot TELNET 1600 router , though PING works

I can ping an adjacent router but telnet times out. Pls. help me out ??

There are several possible causes:

1: You are having an access-list on the vty lines that blocks your station

2: There is a telnet-source interface configured on the router that is unreachable in your network.

I suppose that you checked Option 1, the second one is not as straightforward and might be the solution for you.

1: access-list is ok

2. In the target router, this command is not used. At source router, i used this command (ip telnet source-interface serial 0/0.1) with an address not blocked by the target. But no use.

3.Question: If it was ACL blocking connection, does not Error message 'connection refused ' pops out ?

4. Any way to debug this problem ? Debug IP does not help.
