Carrying frame relay over IP

How can I carry frame relay over an IP backbone ? What are the possible ways?

You could use MPLS and ATOM (Any Transport Over MPLS), this allows you to encapsulate frame relay traffic within MPLS:

I reviewed the document you linked. I think it's the technology that 'll do the job but according to the document the smallest hordware that I can use for this technology is 7200 VXR. Meanwhile I read about another tunneling technology: L2TPv3. I think this can be used for the same purpose (at least for me;an implementation consisting of tunneling of only one FR DLC):

Or for my purpose (carrying only one fr dlc over ip) can I use FR switching over IP tunnel described in IOS 12.2 WAN config. guide
