CAT 2948G-L3 IOS question

I know this is a strange question.But, do you have to use L3 Switch/Router IOS Software on a 2948G-L3 box? Can you use a different type of IOS that supports CONFIG TERM VLAN DATABASE commands? I have a customer that doesn't want to use bridge-groups for vlan functionality.

2948G-L3 is more like a router and supports only bridge-groups(no VLANs)
