Can the Cat 3550 route between different networks?
or would it be necessary to have a router?

Yes, the cat3550 can do intervlan routing. Keep in mind that the routing features depend on the software you use. Standard software (SMI) will provide static routing and RIP support. You need Enhanced (EMI) for support of other routing protocols for example. See following link for more info:
