Did you mean to ask if you want the members of an etherchannel in a specific VLAN? If this is your question, yes you can do it. Assign the interfaces to whatever VLAN you want and then group them. Note that all the members need to be in the same VLAN. If you want to you can trunk to carry multiple VLANs
For your second question, yes, you just create Layer 3 VLAN interfaces and assign IP addresses
