Congestion Management Overview (CCO) states that 'CBWFQ is not supported on subinterfaces'.
Other CCO documents indicate that it can be done on Ethernet subinterfaces, and on 'subinterfaces' in general.
Can it or can't it?

Spot on.
One last question... the document you referenced states that Per-VC CBWFQ is available on 2600/3600 with IOS 12.0(7)T or above.
Is it safe to assume that the NM-4E1-IMA is supported or is there a method of checking...

12.0(7)T supports the NM-4E1-IMA. You can always verify here:
