CBWFQ on ATM VC's

I am trying to run CBWFQ on a cisco 7206VXR (NPE400) with a ENHANCED ATM PA - OC3.

Since enabling CBWFQ on multiple interfaces I have started to notice some slow performance of applications and drops in multiple classes. The drops are all "no-buffer drops" as shown below

(depth/total drops/no-buffer drops) 0/230/230

I have modified the tx-ring limit on each PVC as per Cisco's recommended formulae.

Can someone point me to some good documentation/explaination of these drops or details on how to address these drops. Any info would be great.
