Whats the difference in these ? when using cef, If I put in ip load-sharing per packet and put 2 statics to the same destination, will it load balance through the line ? and does ppp multilink do the same ?

Not exactly. With multilink, it will combine the two links and treat them as a single logical connection from the point of view of the routing. It will then fragment the individual packets, and distribute the fragments between the two links, and then re-assemble the fragments into packets at the other end of the link.

The multilink feature is negotiated by the PPP when the connection is set up. You can only run PPP multilink if the other end is prepared to offer it, and if the negotiation is successful.
