Change Audit reports Interface Index changes when changing the config

Hello,

after a configuration change, e.g. changing the banner definition on a router via netconfig, i receive the messages in change audit that there was a congifuration change on this router. In the details of this change audit record i receive the information that the interface indexes have a new order. There was no reload of the router only this small config change. Why is the interface index gets a new sequence

Does the CLI also indicate that the ifIndex changed?. Without a reload, the ifIndex does not change. As a side not, from 12.1(5)T snmp-server ifindex persist was added to avoid such:
