NM-2FE2W requires at least 12.0(7)XK or 12.1(1)T. The letters XK and T indicate that these are Early Deployment releases. Early Deployment means the image contains new features or functionality (like support for the NM-2FE2W) that Cisco is getting to market without waiting for 12.2 or 13. The reseller who sold you this NM should have verified this for you, as they have access to the Hardware/Software Compatibility Matrix ( http://www.cisco.com/cgi-bin/front.x/Support/HWSWmatrix/hwswmatrix.cgi ) and other online tools to help. If you don't have an appropriate image, the reseller should be able to get it for you.

Then comes the question of getting it loaded, particularly if you now no longer have an ethernet interface to perform a TFTP transfer over. The Hardware Installation Guide's ROM Monitor chapter ( http://www.cisco.com/univercd/cc/td/doc/product/access/acs_mod/cis3600/hw_inst/3600hig/3600appb.htm ) has a section about loading images through the console port under the title "Recovering Software Images."
