Changing the Penalty applied to a route where dampening is enabled.

I have a router running bgp, i have bgp dampening enabled with the default values. when i have a flapping route i can see the penalty applied is 1000:

2w1d: BGP(0): flapped 1 times since 00:00:00. New penalty is 1000

Can this parameter (penalty) be changed ie, increased or decreased?

Not directly. You can change the penalty applied each time the route flaps, but the only control you have over the actual penalty applied is to clear the damping history. For more information on damping, look here:

I think you cannot reduce the penality below 1000, but you can increase it definitely.

You can either specify it in the bgp dampening command itself, or you can specify it or set it for a specific neighbor by using a route-map and the set bgp dampening command.
