Channelized E1

Dear Collegue,

We have 3660 routers connected to our existing WAN, we are using VOIP interface to our md110 pbx. In our cisco 3660 routers we have 3 Channelized E1 controllers installed in different modules in the same routers (i.e E1 2/0, E1 3/0, and E1 4/0) all in all we have 90 channels available.How can I test let say the first E1 controller is down or fail, supposed to be the second E1 controller is taking over the calls because the other 2 E1 controller is working. I tried to shutdown the first E1 controller to check if the other E1 controllers is taking over. When I shut down the 1st E1 the second E1 controller did not take the calls. Is there any commands to add in my configuration to tell to my router that the first controller is down, used the second controller or the available controller. Please I need your advice and immediate solution for this problem.

easiest way to test a link down is pull out the cable, routers do not think of the link out of service if it is shut down
