Cisco 1720 with 2 ISDN Wic's fail

I am running C1700 Software (C1700-K9O3SY7-M), Version 12.2(4)T3

I am trying to put in a second wic-1b-u. Everything works fine with only one wic in either slot 0 or 1. However when I put two wic's in I am unable to bring up any ISDN. Any thoughts?

This could be a glitch with the IOS itself. If possible upgrade to another version to see if that fixes the problem.
