cisco 2621 & VWIC-2MFT-E1 & %CONTROLLER-2-FIRMWARE: Controller E1 0/0, firm

I have cisco2621, ios c2600-i-mz.122-11.T.bin, VWIC-2MFT-E1 in WIC slot and error message:

%CONTROLLER-2-FIRMWARE: Controller E1 0/0, firmware is not running

%CONTROLLER-2-FIRMWARE: Controller E1 0/1, firmware is not running

Can some body tell why & how resolv it?

i'v tried all posible ioses -> no result...
