Cisco 3640 router disables any module inserted in slot 3

I have a Cisco 3640 router that I have been preparing for a new location. In testing, I noticed that any module I put in 'Slot 3' is seen but not put in a disabled state. I have swapped modules from other slots that are working to ensure that I didn't just have a bad module. I am wondering if this is an IOS limitation that you need an ENTERPRISE IOS version to resolve or possibly just a bad Slot in the router. Can anyone clarify this for me?

Also, the current IOS version is 12.2(11)T8 if that matters.

That cab ne because of bad slot on the chassis itself. See if you can find any visual damage (like bent pins etc) on slot 3 seating..You might need to replace the chassis.
