Cisco 7200 with (2) t1's going to (1) E1

how can i bond 2 t1s using either multilink or cef so that i can see the us side as 3 megs. What i want is to get traffic over the 2 t1 to the 1 e1 and then from the 1 e1 to the 2 t1s

You can use ppp encapsulation to bundle two T1's togather to get aggregated bandwidth. Here is the link which has sample config for that
