I really have no experience with the 700 product line, but I think the commands you need are:
set 1 number phone_number
set 2 number phone_number
These web pages may help you along, too.

I have been working with the 766 ISDN router. The difference with this router is that it does not have the full IOS operating system therefore it has limited configuration commands. It is for a small home or office and a backup number can not be configured. I would think if a back up number is needed that you would have to upgrade to the 800 series router(which I have not worked with). The 800 does offer the full IOS which has the backup configuration. I hope this helps.

You should be able to set a backup-number as simple as this:
SET NUMBER 123456
SET BACKUPNUMBER 234567
one of my customers has used this setup on 765 and 775 routers.

Hi,
it is quite easy.
In a profile you must write for instance :
set backupnumber 152682556
Called number 2 is not backupnumber!!!
The router dial up the called number first,in the case it does not work,it tries
backupnumber. Z.Roth.
