cisco 803 - pots problem

We have setup a 803 router to connect to a satellite Euro ISDN box and on the dataside everything works as expected.

Now we want to utilize the 2 analog ports to connect a phone and a fax.

We have setup the pots interface to provide local tones and assigned phone

numbers 10 and 20 to the pots ports. There is no real number SPID since it is

a Euro ISDN interface. After I pick up the phone I get a dial-tone from the router, but after dialing the number I always receive a busy signal and a ISDN

connection does not seem to get established automatically to make this call go through.

What is the secret ? How would the router establish an ISDN connection as it does when data is flowing through the Ethernet ports when I place a phone call ?

Any help - configuration examples etc, is welcome.
