Cisco 826: arp problem

The ethernet site of my 826 is connected to another networking device (Symantec VPN Appliance). When the 826 tries to setup a connection with the VPN device, it first sends an ARP request and the Symantec device sends an ARP Respons back to the 826, but the 826 does not put this information in its ARP table. So no communication is possible.

To find a workarround I tried to add a static arp entry in the 826 that point to the IP/MAC address of the VPN appliance. This works fine for about 30 mins. After that the connection is lost and a reboot of the 826 is required.

Does anyone know this problem?

If you have a switch between the 826 and the Symantec device, check the CAM table entries on the switch and see whether the switch holds the MAC addresses of these devices in the table. Just wondering if a problem in the switch is preventing the router from getting the ARP response back or forwarding frames inspite of the static ARP entry.
