If you create an ACL on the router, you are basically changing the config. There are two MIBs - CISCO-CONFIG-MAN-MIB-V1SMI (for IOS routers) and CISCO-STACK-MIB-V1SMI (for Catalyst switches) that has variables that contain info such as when the config got changed last, source of config change etc., These variables get updated when any config change takes place. I am not aware of any variable that gets updated only when an ACL is added/modified/deleted.
