Is it necessary to use UGM to manage AS5850? What advantage does UGM has over the regular SNMP management platform, like Spectrum or HP openview?

UGM is an Element Manager and has much more capabilities than jusy using plain SNMP. See the UGM docs for more specific details on the features and functionality:
