Cisco View Timeout when trying to connect to a device

I get the following when trying to connnect to a device from CiscoView:

Timout on 10.3.253.4

Possible Cause

Possibly due to lack of connectivity to the host, invalid community string or busy device

Recommended Action

Verify the connectivity to the host and the community string. Try increasing timeout value through the preference options

I tried the recommended actions and it still does not connect. I even tried from a different machine.

Anyone have any ideas?

Are there any access-list configured on this device that may be blocking SNMP?
