Clarification on Traceroute

Hi Friends,

Whenever a traceroute is done from Windows Dos Prompt, We get

<X ms < Y ms < Z ms against each Hop. what does this denote.? is it max, min average time response or any other notation?

It sends 3 packets to each hop along the way and those are the round-trip response time for each packet. Not averaged out at all.
