Can someone please guide me how to implement provisioning of bandwidth per IP or range of IP in support of service level agreement (SLA). Let's say a certain IP will be given a commited bandwidth and burstable bandwidth available on the interface. This method is available on some boxes (other vendor) however i would like to know if this is also possible on a Cisco Router.

You may want to look into CAR. It might be a viable solution for you providing you have a platform to support it.
