iam enabling compress stac on 2 cisco routers with 12.0 ios

why the compression not happening

First, be sure that both routers are running the same IOS version. Second, there are some known bugs with compression and 12.0 code. If you are running earlier than 12.0.7 code, you could be hitting CSCdk15127.
