Within Switches and Routers, is there a default (or way to set) the number of sessions that a specific admin user can have open?
Could an admin have a console session, and an SSH session open at the same time?

Yes, you can certainly set the number of sessions that a user can have open. And yes, an admin can certainly have a console session and SSH/telnet session open at the same time.

Using IOS commands "line console" and "line vty", one can specify the maximum number of overall sessions open via those respective interface methods. I don't believe you can restrict a given user to a subset of the available lines.
