Rather than disabling spanning tree, you might want to configure spanning tree portfast. This setting defeats the initial forwarding delay, which is why you might want to turn it off. In general it is never adviseable to disable spanning tree as you may introduce bridge-loops.
1) I do NOT recommend disabling spanning tree on 2948G-L3 at all.
I remember a bug in the past: after disabling spanning tree on a port MAC addresses were not removed from forwarding table immediately after the port disconnect, the switch was waiting 5 minutes to age them out.
